HCM CITY— HCM Citys Fund 156 is designed to help displaced residents start new businesses or get vocational training, but a significant number of these households have no idea that it exists.
Huynh Thi Tam, who lives in Tan My apartments in HCM City's District 7, said she had moved in a year ago after her family's land along U Cay Canal in District 8 had been expropriated for a development project.
